TOT - Because design and development time can be skipped and construction time reduced.
Moreover the larger P-17 class is based on pr.11356, but its more costly (mainly due to western origin contents) and carries only as much offensive and defensive punch/weapon loads as the lower tonnage pr.11356. If the Govt is serious, they should open a parallel frigate line, preferably, at Cochin shipyard. They are the only PSU shipyard that have a proven record for performance. Others are improving but will take time.


the p 17's are underarmed as of now,
but that doesn't mean that they will remain so forever
there have been rumours that they are going to replace the arm launcher on the shivaliks with VS shitil. not to mention the maitri SAM thats being funded now.

also the crew comfort and accomodation is much better on the shivalik's .

also the p28 corvettes must be mentioned , which are almost as big as frigates

tell me what have they delivered on time except coast guard cutters.
vikrant is deleyed again.
it is doubtful whether she will go for sea trials even in 2017.

pipapev and L&T have been waiting on the wings for a long time,
time to give them a chance.

Parrikar to attend official floating out of 1st Scorpene submarine

Mumbai, April 5: Defence Minister Manohar Parrikar will be present in Mumbai tomorrow (April 6) for the official ‘floating out' of the first Project-75 (Scorpene) submarine on pontoon. Naval sources told OneIndia that the event will be held at Mazagon Docks Limited (MDL) during Parrikar's visit to its facilities.

"This is part of Raksha Mantri's review programme. He will be briefed by the naval officers of Western Naval Command (WNC) on the status of various ongoing projects at MDL," a defence official said. Admiral R K Dhowan, Chief of Naval Staff, will be leading a high-level naval delegation on the occasion. Vice Admiral Surinder Pal Singh Cheema had recently taken over the reins of WNC as the Flag Officer Commanding-in-Chief (FOC-in-C). In addition to reviewing the progress of the Project 75, Parrikar is also expected to get an update on the progress of P-15 B class stealth destroyers being built at MDL. As reported in these columns earlier, six Scorpene-class submarines are currently being built at BDL in collaboration with DCNS, a French company. As per the modified schedules, the first home-grown Scorpene submarine is scheduled to join the Indian naval ranks next year. This after a delay of over was four years. Interestingly, the then defence minister Arun Jaitley had reviewed Project 75 in August 2014, three months after he took charge. During his visit, Jaitley had inaugurated the Mazdock Modernisation Project (MMP), which was aimed at propelling the ship-building capabilities.

I don't think they are under armed. Both these ships are well armed though there can be some more optimization like VL cells for AD missiles. Even if P-17 is installed with VLS (shtil or any other), the max load out is still going to be around 32-36 missiles. The short range missile like maitri is not going to be more than 32, or at the best possible scenario - 48 missiles. Same as the Kashtan with 24-32 missiles per unit for a total of 48-64 missiles. Why not any Kashtan-M on the last delivered batch of Talwar class is another matter.

P-28 getting compared to frigate due to its size is actually a negative for its design. A 'frigate' size ship that is too low in armament compared to say the similar role ships like Pr.20380 and Pr.11661.

CSL has been in the commercial ship building arena all these decades. Commercial ship building doesn't wait for 5+ years of delay to get their ships delivered like what we have seen with other defence PSU shipyards. Only a shipyard that can deliver their product within the contracted budget and time frame can survive in the commercial sector. And CSL have done exactly that all these years. The delay for IAC-I has not been the fault of CSL and have everything to do with issues outside of their control.

The Indian PVT sector yards should first make use of their marketing skills to attract international customers to their designs (if at all any is available!) and showcase their ship building skill in terms of building it within contracted value and time frame like what CSL have done all these years. But instead of that they want to have a comfort ride by grabbing navy orders funded by Indian tax payers, through backdoor channels.

An MDL official said the submarine will undock on Monday and after carrying out tests at sea it will dock back. "After undergoing trial test run at sea to check technical glitches, if any, the sub will be commissioned on September 2016," said the official.
