So do the Apache and Chinook deals include technology transfer or build from kit in India components?
Well, according to Flight Global,

Flight Global said:
The helicopters will now be acquired under the “buy and make (Indian)” category – as per India’s defence procurement policy – and a fresh request for information is expected to be issued. This would call for the supply of a certain number of helicopters in flyaway condition under the “buy” section, followed by licenced production in India under the “make”.

I hadn't come across any ToT agreement in the latest reports. All 22 AH-64D Apache Longbow (or AH-64E Apache Guardian, whatever one can call it) and 15 CH-47F Chinook choppers may be bought off the shelf. Although there are reports
of an additional 39 Apaches on top of the first 22 (totaling 61).

If these are late model apaches then it's possible they will eat up the Attack and scout roles

I'm not aware of IA/IAF mentioning any requirement for a scout chopper (I think that role will be left for UAVs).
However only 10 of the first 22 Apaches will be equipped with the Longbow fire control radar...one thing that deserves mention is that these Apaches might be able to remotely control the mentioned scout/search UAVs by themselves.

Not sure whether the article itself is credible, but these kind of limitations were probably the exact kind of thing which dissuaded China from participating with the Russians in their 5th gen programme.

I believe it's because they already had their own program well underway.
