The INSAS is the standard issue rifle for the Indian Army. It is a derivative of the AK-47 action, chambered in the NATO standard 5.56mm round.
I personally do not think any ordinary police force in big nation like India or China should be equipped with the most up to dated modern rifle, it would be very costly to produce and maintain them since Nations like China or India has a very large police force.
Many Chinese police or even armed police units still uses type-56 which is like an ak-47. And we all know how old the old and reliable Aks are
Every country's police culture is different, and this is reflective in their weapons. In India the police use the lathi (long-stick), revolvers, Bren SMG, and bolt-action rifles. In the US, the cops use side-handle baton (night stick) or expandable baton, pepper spray, semi-auto pistol, and 12-gauge shotgun. In the Philippines, even the security guard at McDonald's & Starbucks carry shotguns. In East Asia (China, Japan, Taiwan), most cops don't carry guns.
Here's a picture of Bombay City Police in a by-gone era, being inspected by Sir Frederick Sykes, Governor of Bombay. You can sense some of the traditions being continued today with a very similar bolt-action rifle:
