Include deleted post in moderation message.

So my suggestion was deleted, but I guess it was similar to this, but if posts are going to be deleted due to bad takes (Task and Purpose, Sub Brief, Minnie Chan, recently HI Sutton, and Xavier), is there any way to pin something at the top so we don't have cases where the original offending article was posted, deleted, then reposted? I saw on some forums (I think it was a derivative of Xen) where you could have such a pinned message at the top of the thread page.
