Deng definitely deserved a better tomb than Hua but chose to scatter his ashes across China instead. Definitely a wiser move.

Although people built it. I might not last through history. Some historical building before being a landmark face time when they where going to be taken down. Just like the Eiffel Tower they were going to taken it down before the French found it useful to use as a radio beacon.

I doubt it. This doesn't look like a central government decision, being in a rural Shanxi area. Sounds a lot more like a local government decision.

I also think about this point, maybe the local government built such super mausoleum, the purpose is not for politic, the purpose is for developing local tourism, just for money..

Regarding why and how Hua got this grand tomb, we have to think the issue in an "Babbitt" 市侩 way:

The freaking blood sucking "local govt", is definately doing this "prestige project" (or, I would like to call it, "big day project"), for eye catching, and subsequent "economical boom" effect.

But as for the central govt, why they did not shut this kind of wasting project down? - Akillis heel (some kindhearted people correct my spelling? the hero in greek myth.)

To shut this never-a-good-idea, and resource-wasting, and "out-ranked" (than those whom greater than Hua) project down, it would simply be making a politically-wrong move (at least "wrong stance") - that "See, China do not want to admit the wrong of culture revolution!" kind of back stabing, from DOMESTIC people, with certain political reach. (Frankly, China central govt don't really give a damn, to INTERNATIONAL noise of "what's right to do, for China.")

It is those "smart as*" local govt, kidnapped central govt's "Akillis heel", knowing they can not being shut down, so that the project can took place. It do not means the project "got a green light" from the suitable authorities - it's just "break the red light without consequences", and they know it from start.

To me a mere citizen, what pisses me the most, is not "whether can the tomb be built or not"; it is those blood sucking local govt, built this "no-big-deal" leader's tomb, SO FREAKING GRAND!!!

What's next? So many other people, doing a better job than Hua (not that I am saying Hua did a bad job), for the sake of "no, no personal worship!", do not have a grand tomb, some don't even have a proper tomb - and it is always those "no-big-deal" guys got the grand things?

A medal is HIGH VALUE, is because that medal do not gives out like a freaking CHEAP souvenir. A grand tomb is a medal for Chinese people whom whatever social status was, did a grand job for the country. Now a grand tomb is becoming a cheap souvenir in some blood sucking local govt's hand. - That really pisses common people like me.

The real question is, where does the local government get this kind of money? The central government needs to have a tighter rein on the cash flow.

Shanxi is notorious for their private and/or illegal coal mines. I bet a lot of that cash came from farming the coal barons.

I have to say, sometimes China is more like a "bunch of states" (non-united states), than a unificational nation. The ALL KINDS OF local govt, they can really SHUT DOWN the information flow, in and out of central govt, and 先斩后奏, make things happen first, then "reveal" the thing, later.

The thing is, I don't even think this project is a province level project. A county, can SHUT DOWN the information flow, in and out to provincal govt, as well.

Money, unlike USA congress control it tight, "whatever tax you contribute to the central govt, THES REST IS YOURS", money is the LEAST THING any local govt concerns, for any of this kind of "big project".

You bet, historically, as long as they have the thought - Shanxi always can be, the RICHEST rebel province.
