I doubt it. This doesn't look like a central government decision, being in a rural Shanxi area. Sounds a lot more like a local government decision.
I also think about this point, maybe the local government built such super mausoleum, the purpose is not for politic, the purpose is for developing local tourism, just for money..

It is those "smart as*" local govt, kidnapped central govt's "Akillis heel", knowing they can not being shut down, so that the project can took place. It do not means the project "got a green light" from the suitable authorities - it's just "break the red light without consequences", and they know it from start.

Shanxi is notorious for their private and/or illegal coal mines. I bet a lot of that cash came from farming the coal barons.
