China H-6K..carrying modern long-range KD-20 (CJ-20) cruise missile, with range 1500-2000 Km & other medium range missile anti-ship missile, with 6 missile hanging pads...
..recent exercises H-6K carried 18 bombs/missiles.. it has been configured carry up to carry 36 weapons of different types...
...also can carry 4 large medium range anti-ship missile KD/63 or KD 63B....

KD-63 is not an anti-ship missile for land attack
What is the huge missile below the fuselage ? (it looks even bigger in the second picture)
another question: would refueling an H-6K have a practical use in war or might this
be a test bed for a refueling mechanism meant for other big aircraft (Y-20 / a future VLO bomber) ?

Would this be used to increase the range of the missiles (though I guess that using a longer range, higher speed missile might be a better idea) or is this supposed to be like american cold war SAC bombers with some of them always circling in the air where a first strike would not hit them ?
To me both options somehow have a bit of a 50s cold war feel.

Beside those 2 reasons It could be to increase the robustness of the system in case the supporting infrastructure is down. You still have alternatives, It is all speculative
With underground great wall, those launcher are hard to detect, since there are so many exit point that can be hidden
Airport are easier to neutralized
