No, it's a very, very, very, very, very old fake. Possibly the worst photoshop job ever seen on this forum. It's like someone took a blurry photo of a drawing of a rubber ducky, photoshopped it into an even blurrier photo of a lake, and then submitted it as evidence for the Loch Ness monster.

Erm. To blackmail someone you have to let that certain someone know you are threatening him at least.
Penetrating capability against NORAD was shown in the past, and it isn't something you'd want to do regularly in normal times. Regular PSYOPS with bombers are extremely escalative.
