No, i mean readiness many Russians are not operationnals in reserve exist 3 categorys ships in 3th never back... and also maintenance problems, they have only a superiority important with big nuclear submarines more capable and much more numerous than China and these big boats help also with 1 - 2 Kirov for tonnage but tonnage is different than capacity of a Navy, power.
I think some of us on sinodefence rapidly forget what PLAN was even 10 years ago.
And this includes not only numbers, but also readiness and average age.
Above all, though, were simple capability gaps.

Navy is indeed much more than just size&tonnage. Especially so are navies, which are meant to represent something w/o american umbrella.

Late 2000s levels of readiness of Ru navy weren't anything to be proud of(most important assets were kept more or less in shape, though), but sheer structure matters.
For PLAN back then it was more than enough.

The most sensational nuclear news in the report is the conclusion that China is developing a new strategic nuclear bomber to replace the aging (but upgraded) H-6.

If China creates a nuclear strategic bomber sometime in the mid-2020s then it would change China’s nuclear posture into a formal Triad of air-, land- and sea-based nuclear capabilities, similar to U.S. and Russian strategic arsenals.

I think I understand what you are getting at here, but it is not well communicated. I think a couple more sentences should've been devoted to explaining how the H-6K relates to previous variants (i.e. those it is replacing), the utility and limitations of the aircraft (survivability, range) and how those relate to the next-generation bomber requirement/project.

Thanks a lot and yes You are correct, it is written a bit misleading.

Concerning the older H-6 versions we are still discussing a special report but it has not been decided yet.

They measured it at roughly 15 meters of wingspan. X47b had 19 meters. B2 has 52 meter wingspan.

So I'd say it is either full scale model of UAV proposal/development project
or 2-3 times scaled down HX model.
or something else. :D

What? Surely a good PS joke... surely... If not PSed, this could be the Lijian drone, although I don't recall seeing this particular photo from four years back, and Google image search turned up nothing.
