Not necessarily -- FC-31 was called J-31 for years until its actual designation was revealed. Hell, it's still commonly called J-31 in some circles.

J-31 was the name given by military observers who otherwise had no inkling of its official designation.
If the prototype of this Sino-Fullback is numbered "1801", then there is a pretty good chance that it is officially designated the "J-18", meaning that it has military backing.
Actually, J-31 was the term used by all of us before it was revealed to be FC-31.
And, FC-31 had a designation of 31001 as well, simply having a serial number indicating it is a prototype doesn't necessarily mean it is a project the military is seeking to induct.
The point I'm making is that we don't have enough information to determine whether J-18 may or may not be a project that the military is on board with, and trying to use previous patterns of serial numbers for prototypes to determine it is awkward at best.
Do we even have confirmation that it is at least real ? IMO there are right now a few too many projects under discussion (H-X = H-20, H-18, JH-18, JH-XX and JH-7B, J-16 ...) Not that I would complain but IMO it's not really realistic...
No idea... by the noise that it's making, it might be real. Photos will confirm or deny the issue.
