its some harbour tug....And propaply if you haven't been sailor in that particular port, I think you have no means to know who she is:(

hmmm, we're supposed to pay attention to the cable it's dragging, eh? -- very interesting, but still no clue. sorry...

No takers? Alright, this is a Ville-class harbour tug of the Canadian Forces. In these pictures, I cropped and changed the colour of the pictures to make them look more ambiguous. Original pictures:
