I'm gonna guess that it's a SAM site. I thought of the possibility of it being an aircraft parking area for an airfield, but the roads are just so... crappy.

Anyways, a SAM site with lotsa alternate firing positions, I'm guessing SA-11 Gadfly / 9K37 Buk.

Whoa, Golly beat me to the SAM site guess again. I thought about the SA-5, but didn't that have a limit of 6 launchers per guidance radar?

Well SAM site is right, but no-one's got the system. A skilled Missiloligist would recognise the system ;)

lol, no matter how many times someone says S-200/SA-5 doesn't make it right chaps ;) SA-1,SA-3,SA-5 and SA-11/17 are all wrong I'm afraid.
