I don't know what the model is but I think the "unique thing" is that it is configured to take part in a training exercise (that strobe light on top goes off when it has been "killed").

M1A1 Krasnovian variant (designed to visually resemble Soviet tanks at the National Training Center or whatever its called, which explains the strobe light).

Another hint: There was only one made of this variant. Yes, it is that obscure.
