The only other available picture will not help you much
It's Russian, it was actually built, it's pre-WW2
It's D-4 light tank of 1931.It had two turrets for 45mm guns and was expected to be able to travel on tracks, wheels and railway wheels. The expectations were never met and only one was built. The designer Dyrenkov was quite well known in 20-30s in SU for his light armoured trucks D-8 and D-12 as well as several other projects. He was a quite tipical Soviet type "designer" of that era with practically no technical education but with good knowledge of Soviet bureaucracy, like Grohovsky and several others less known.

Yes, it's the latest Tor version with more target channels (various sources ascribe from 2 to 4) seen at the MAKS-2007 airshow
