It's a universal carrier made up to look like a tank for training purposes. Probably Danish.

The Danish part was easy; both the Danes and the Norwegians had similarly configured vehicles (the Norwegian ones actually being armed with a recoilless rifle), but only the Danish ones had the "skirts", "fenders" and suppoerting tubing. Plus the number plate matches Danish practices of the period.
