Authoritarian states like China hires peasant workers to do useless things like fix potholes and paint walls to keep up with appearances and preventing the masses from rebelling.

You can simply allow the poles to rust and when that happens, the whole thing will have to be replaced, which results in greater material loss which will require a lot more man hours to fix. That will create a lot more GDP than simply painting a pole to prevent rusting.
