The subtext: US Curbs are useless

They are so not useless. Without them, Huawei and China would still be happy relying on the West for chips and lithgraphs. They made all the difference.

Of course, without the US restrictions on the sale of telecom equipment to China in the 1990's, Huawei (and ZTE) may very well not even exist today.
