No problem. Doesn't China already has land-based TEL variants for the YJ-18? Selling a couple of them to those East African countries isn't bad at all. Give them a 290-kilometer range and a 310-kilometer deviation variant would be cool.
Even the YJ-21E with a 290-kilometer range and a 1210-kilometer deviation probability that can be launched from TELs is another great choice too.
In the meantime - Perhaps there really is a need to establish the REAL West Sea Fleet (西海舰队) for the PLAN...? : )
(Clarification: Not the so-called "West Sea Fleet" high up in the lakes of the Himalayas, but the actual seagoing ones. The real 西海舰队 can be based in Djibouti - Just like how the Americans do in Yokosuka with their 7th Fleet XD)
