Proposal came from Sergey Karginov (Liberal Democratic Party of Russia), but I wonder if there is interest in the Russian government for China helping them either

1. repair the Kuznetsov or
2. build a new STOBAR carrier or
3. build a new CATOBAR carrier

Hmmm, they're actually proposing to buy the carrier back. While PLAN isn't about to sell her now if Russians are still interested many years from now I could see it happen. Or if not Liaoning then Shandong. Then PLAN could go all CATOBAR.

It's probably more workable than all the joke suggestions about towing Kuznetsov to Dalian and get her fixed there.

Their proposal is pretty irrelevant anyway. They control like 2-5% of the seats but the Communist Party controls twice as many seats.

The joke suggestion is more feasible IMO because wasn’t it sold at 68% completion? I doubt the decades of Chinese equipment will be compatible with the Russian Navy. Just replacing all the equipment will likely take 5-10 years.
