Not sure where to put this, since in the Ukraine-war thread some surely would rate it a political insult, but either Dmitry Medvedev had indeed a few glasses too much before he went to bed and published this list of his predictions for 2023. 
He is probably mocking some predictions done by western analyst, plus the maps the Ukranians were bragging about of the partition of Russian, where Siberia would be given to China, Kurils to Japan, San Petersburg to Finland, and so on
With this comment Medvedev ironizes all Western predictions about Russia.
