There was that Italian expat who lives in Shanghai who constantly complains on Twitter about workers painting walls, street poles and trees. He attributed it to 'muh authoritarian regime trying to create useless jobs for a collapsing economy' lol
You can simply allow the poles to rust and when that happens, the whole thing will have to be replaced, which results in greater material loss which will require a lot more man hours to fix. That will create a lot more GDP than simply painting a pole to prevent rusting.
