I believe that's just a doctored ulyvanosk.
Check the birds eye view drawing -- it shows kashtan ciws in place of HQ-10, 1130. And obviously the hull's paint scheme is quintessentially soviet.
But still a nice drawing, although I'd like it if the left forward cat doesn't infringe on landing strip. Also, navalised J-20 seems a bit daft. And the Y-7 AEW&C will probably use a rotating AESA like E-2D rather than fixed three array like KJ-2000.
But still a nice attempt.
And of course it doesn't have the much nicer looking PLAN grey.

These are form the LA car Show. they issue a Concept Challenge too makers this year was "HIGHWAY PATROL VEHICLE 2025.” I am not Showing every one of them just the fun ones 
I am not Sure about this Uniform... It might encourage more crime then Prevent.

It's definitely just a random CG... The PLAN never release computer graphics of their under development ships.
But considering how many VLS cells ticos and burkes have relative to their size, this fanmade CG doesn't look unseaworthy.
The main island/mast however looks way too tall, the gun doesnt' make sense, and the thing behind the bridge looks weird.
