Airbus took a further financial hit on the A400M military airlifter program, booking €98 million (U.S. $115 million) of provisions in results for teh first half the year.

The hit mainly stems from price escalation, the company said in a statement on the first-half results, reported July 26. For the A400M, Airbus saw price increases in labor and equipment above those agreed in the production contract. Those provisions add to previous provisions totaling €7.2 billion — all thank to this reality, stated by Sash Tusa, an analyst with an equity research firm, Agency Partners: “Costs in the aeronautical industry escalate, but Airbus has not been able to reclaim these under the current situation.

In the U.S. there are producer price indices for the aeronautics sector, but the A400M reflects price increases in the euro zone. Airbus carries a heavy burden of financial risk under the present contract, even as the company adds capabilities to the aircraft and continues talks with the core seven client nations for easing the production contract.

"On our largest military program, the A400M, we are making progress operationally, on improving capabilities as well as in negotiations with governments for the necessary contract amendment,” Airbus CEO Tom Enders said in a statement with the results. Airbus expects to an agreement on the contract by the end of the year, the company said.

There were “encouraging prospects for European military cooperation programs in military aircraft and unmanned aerial systems,” while the Airbus Defense and Space division saw strong orders, particularly for space systems, the company said.

Airbus has signed a partnership agreement with Dassault Aviation to cooperate on a Franco-German project for a Future Combat Air System, which is expected to include a new fighter, spy plane and air tanker. Other elements include swarms of drones and cruise missiles.

The Spanish Navy’s new air-independent propulsion (AIP) S-80 submarines are facing another delay, according to the country’s defense minister.

During a visit to the Cartagena naval base, where the submarines will be based after delivery, defense minister Margarita Robles told reporters that the first boat would be delivered in 2022 with the final one arriving in 2027.

This is in contrast to previous statements made by Spanish defense officials where they said the submarines would be delivered between 2021 and 2025.

This is the latest in a series of complications encountered by the Spanish submarine program which was originally expected to start deliveries in 2015.

It was first discovered that submarines were too heavy to resurface after diving. The submarines’ weight is the main cause of delays and cost overruns as all four boats had been at various stages of construction when the problem was discovered in 2013. To solve the issue, shipbuilder Navantia elongated the boats by 10 meters to a new length of 81 meters.

that the defense ministry was forced to reconstruct submarine pens at the Cartagena naval base because of the boats’ new dimensions. This was denied by a ministry spokesperson, however, who said that upgrades of the base had been planned since 2009.

Margarita Robles visited Cartagena on July 25 to announce 16 million euros of infrastructure works at the base.

Robles further said that the Spanish council of ministers would increase the spending cap for the submarine program by next Friday. Latest estimates put the cost of the project at close to 4 billion euros, an increase of 1.7 billion compared to first estimates from 2010.

Boeing to support French air force’s E-3F Sentry upgrades

Boeing has been awarded a $9.8 million Foreign Military Sales (FMS) contract to integrate upgrades for the French air force’s E-3F Sentry airborne early warning aircraft.

The contract, announced Wednesday by the U.S. Department of Defense, is covers indefinite-delivery/indefinite quantity modification (64) to contract F19628-01-D-0016 for French Air Force E-3F, Airborne Warning and Control System (AWACS) fleet with 40 mission-computing software changes and 17 ground-system software changes.

This contract provides the French Air Force E-3F, AWACS fleet with mid-life upgrades.

Work will be performed in Kent, Washington; Oklahoma City, Oklahoma; and Avord Air Base, France. The work is expected to be completed by June 30, 2020. Total cumulative face value of the contract is $393,537,725.

The E-3F Sentry is a special version of aircraft for the French Air Force with CFM56 engines and French modifications.

The aircraft provides an accurate, real-time picture of the battlespace to the Joint Air Operations Center. AWACS provides situational awareness of friendly, neutral and hostile activity, command and control of an area of responsibility, battle management of theater forces, all-altitude and all-weather surveillance of the battle space, and early warning of enemy actions during joint, allied, and coalition operations.

In support of air-to-ground operations, the Sentry can provide direct information needed for interdiction, reconnaissance, airlift and close-air support for friendly ground forces. It can also provide information for commanders of air operations to gain and maintain control of the air battle.

The contract, announced Friday by the U.S. Department of Defense (DoD), is worth more than $218 million is provide procurement of 18 M142 High Mobility Artillery Rocket Systems launchers, associated training, spares and planned enhancement and product improvement modifications.

The DoD also noted that all work will be performed in Grand Prairie, Texas, with an estimated completion date of Dec. 30, 2020.
