The French are not the entire EU and have used violence long before.
Arming merchants is already being conducted, but would you seriously invest that money into shipping that sails under foreign flag in order to avoid your taxes while being clearly owned by a company resident in your country?
The Somali fishermen turned to pircay when foreign fishermen, including Europeans as well as Chinese, robbed them of the output of their fishing grounds by overfishing them while the Somalis were defenceless. Piracy started as a measure of self-defense, a kind of coast guard, and for this reason still earns lots of support in the country and among its sailors and fishermen, giving them a large number of informants.
The other side is the organization, because piracy can be conducted as a profitable business, well businessmen have invested into it and upped the profits derived and the scale executed. This in turn means it's like any organized crime. Just look at Mexico or Hong Kong and you'll see that fighting it seems very pointless. It's the exploitation of an economic niche that won't go away as long as the niche exists. So why does it exist? Well, the Islamic hawla system is very good for washing money in today's banking environments. This system did and does have merits, but like any bank secrecy supports dirty business and for this reason there must be precautions against this exploitation.
Solving this riddle would also help to get rid of Afghani corruption and much reduce capabilities of Salafist Islamic terrorism.
