Does that radar on the CIWS look like a new design?
Yes. It can either be an AESA or a PESA with a single solid state transmitter. Likely the former.

Congrats to all the boys and girls from Fujian. 福建要发!Haha all the Fujian bros coming out to post. I'm half Fujianese so count me in lol
If you are overseas Chinese there's a 99% chance your home province is Fujian or Guangdong. Today I am Fujianese.I can feel the pride just by reading all these members coming out declaring to be Fujianese, ancestral Fujianese, semi-Fujianese and, who knows, pseudo-Fujianese.
No it's pretty obvious the Fujian naming has something to do with Taiwan.More information disclosed than when Shandong was launched.
Pennant #: 18
Name: Fujian
Type: First catapult, flat deck
Full displacement: 80,000+ tons
Launch system: EMALS
Recovery system: Is it EM too (it appears that it can be interpreted that way from the language used)
Naming 003 as Fujian has some significance if you really want to push it: it's the closest province and across the Strait to Taiwan.
Fujian is also the name of the eastern coastal province facing the island of Taiwan.
High res version of that launch photo
That 1130 radar is definitely different, the IR sensor stuff also seems different?
Today, we are all Fujianese and Chinese Taipeinese.Beautiful ship ! Can I be a honorary Fujianese just for today ?
