It is crazy that they allow commercial flights over the shipyard.

Shipyard is mainly commercial. In fact, foreign representatives from the export customers Jiangnan shipyard serves would visit the shipyard and inspect their ships, like the French corporation CMA CGN where one of its ships is being built right next to the carrier. Of course areas will be restricted from entering, but it doesn't mean someone could be able to see things from a distance from the ground.

There are also so many airspace restrictions all over China thanks to the PLAAF. This means airlines are funneled through narrow corridors of air space that is pre approved for travel.

If China wants to get really secretive, they can build a shipyard in a fairly remote place like they did with the Bohai shipyard for submarine production.

The Americans probably already have satellites photographing the place with extreme detail every day.

no doubt about it and China has not showed any intention to hide anything

Bohai for submarines must be high priority

In the West they have satellites that can determine more than what we can see

these days satellites can determine height of the water in the ocean

all eyes are in sensitive facilities
