To be fair, plans can be reviewed, ships can be cancelled.

Sure. That's an option. Another option is that we are yet to see the ship receiving that funnel.

Yeah it is, I think the rumors were that part of that building, including the part with the funnel, is office space that would be too much of a hassle to move or something, so it's not a perfect representation of 004. So the funnel shouldn't be taken as a guarantee that this configuration is for a non-nuclear carrier. Of course this is only a rumor so take it with a grain of salt.
