Don't know what fully operational means to him, but commissioning is a fairly objective term. And 2026 date, meaning 3.5 to 4.5 years from launch, is perfectly reasonable timeline for the ship to be commissioned.
Shandong was commissioned 2.5 years after its launch. For a more complex first ship of its class, don't see why 4 is unrealistic. Even the first Ford class took 4 years. (actual delays to first deployment notwithstanding)
