The red or rust color you see is more than likely some sort of primer. Without this primer the non-skid will not properly adhere to the deck. The USN uses a special grey primer when applying non-skid.

I could be that the PLAN was not satisfied with the quality of the the original non-skid surface....or the orginal coating could have been temporarily installed. Hence the entire deck is being resurfaced upon request of the PLAN

Why did they bother painting the white lines on the carrier then? Seems like a waste of time. It makes much more sense if they decided on the resurfacing operation afterwards.
The PLAN was probably acclimating new crew members to flight deck operations. Also holding drills to train up all crew members. remember they had mock-up aircraft on the flight deck.
