You guys forget China is one of the largest oil producers in the world. 4th or 5th. Higher than most OPEC countries. They produce 4 million barrel a day (more than Canada). It is about 1/4 of what they use now, but with the pipelines to Russia and central Asia, half of their oil requirements can be fulfilled. So during a war there would be enough if civilian usage is restricted.
Actually China produce about half what she consume The Central Asia import is only 400000 barrel/day and the new Myanmar pipeline is about the same capacity. so import is less than 1/4.Potentially the Russian pipe line is going to be the biggest pipeline they are working on it
Some of the line is operational already but the planned to increase the capacity Good luck try to bomb the Russian pipeline.
Yes in emergency they can ration the civilian use. Most of the pipeline is underground only the pumping station is above ground easily repair
