How do you fail low-speed taxiing? It could have had issues with getting moving or stopping.
Moving forward is just a matter of giving some thrust to the engine and stopping is just throttling down the engine during a slow taxiing test. Did they make a mistake in installing the engine or something??
There is always some form of parking brakes.
