Wasnt the Tibet Sichuan rail being built already?
I don't think that single railway can cut it, not when you're actually mining industrial amount of ore. And you got to actually start mining it, in large quantities too. And it's all about economics. Even if it's just 10% more expensive than conventional sources, companies will never actually harness those resources at a lower profit margin when they can just mine it from a cheaper source or just buy it from overseas.
