Around RTX3060 should be good to give high quality at 1920x1080 resolution

If budget is important and raytracing is irrelevant then you might be better off getting a 6650xt or a 6700xt. However, if you do want raytracing then you might have to get a 4070/3080 instead.

How expensive of a graphix card do you need to play games like project mugen or wukong? I assume an integrated card on amd ryzen 5/7 wouldn't be good enough?
If just want to play and enjoy game then just buy newest release mid level graphic card of AMD and Nvidia. It will serve you for 3 to 5 years. It will cost you around 500 usd. Personal experience i am against buying most expensive graphic card. It will cost you like 2000usd yet you will fell get rob when next year you can buy same power graphic card with just half a price.

GPU market monopoly of Nvidia is disgusting. Remind me of Intel CPU era before AMD Ryzen release. You get unreasonable price CPU with hot and nearly unchanged performance for decades. Those US companies always enjoy to sucking every drop of you blood if they have monopoly in everything.

For gaming, AMD GPUs are just fine. High end AMD cards are expensive too, but mid level AMD cards will run most games just fine, unless you want to run 4k or 144+hz. Honestly for most games you will hardly notice at 60fps at 1440p.

As for the iGPU/ Intergrated card. You really don’t want it for gaming.

The AMD APUs like the Z1 Extreme are pretty decent for gaming. From the leaks, next year's RDNA 4 APU is going to be a good jump in performance. Not to mention with FSR 3.0 coming next month and Hyper RX coming Q1 of next year, it's a great time to be gaming on the APUs.
