You forgot, this is the style the earlier Honkai Impact 3rd used where they concentrated only with Kiana, Bronya, Mei, with alternative skins for such, then Himeko and Theresa (Apocalypse), then Seele, Sae Miko, Kallen, Rita Rossweith, and Fu Hwa.
Yes that's what reminded me that. Though from what I understand Mihoyo was resource constrained and could only release alternative skins. HI3 started releasing new characters a few years after release, though I don't know the state of the game now.
