Blockading the entire CONUS West Coast sounds rather unfeasible, given the massive scale of geography involved (and the comparably limited reach of sensors and weapons that those XXLUUVs could attain).

However, having many of these XXLUUVs camp just outside certain locations, say, Yokosuka, Guam, Stirling, Pearl, San Diego and Kitsap to conduct intelligence gathering and/or anti-ship/submarine missions would be hugely beneficial for China's war effort.

Unless Americans figure out how to load/unload cargo ships or maintain/repair warships at the beach, you only need to blockade ports, terminals and yards, and America isn't know for their large number of distributed ports, terminals or yards.

Infact US west coast might be the best place to operate them because you don't run the risk of IFF incidents, e.g. just shoot everything that goes in/out San Diago.
