How are you able to tell from a photo this blurry?

Even if I cannot read the number itself, there seems to be a pattern that does not fit:

PLAAF numbers are simply 5-digit numbers
PLAN NA numbers for UAV are either 4-digit, 2-digit or 2-digit + the letters HY
and PLA AA UAVs have only 2-digit numbers.

... this looks like a number / registration consisting of two letters (JP ??) and a 4-digit number.

Two bad photos in a row?What happened to our Japanese friend?They used to own the credit of all the good PLA photos
