I think for IDEX this is quite normal. I don't recall NORINCO/China ever bringing much actual gear to the show. They do supplement the models with videos of live demonstrations, so this isn't a case of vaporware existing only in Powerpoint or CG, something a certain country is famous for. ;)

They brought a whole VT-4 before. Poly also brought the physical Silent Hunter laser for the past few IDEX and demonstrated live firing in the Kazakhstan Defense Expo.

I guess it is the new normality since the pandemic began. It is at lease not virtual like many other exhibitions. :D Don't know about other countries, but China certainly will reduce the number of people exposed abroad to an absolute minimum. Remember this photo? That happened last November when Chinese team members already had the chance of vaccination since July.

A while back, Saudi Arabia signed an agreement with Sichuan Tengoen Technology to locally produce its TB001 UAV (named Al Eqab-1), complete with full technology transfer. The agreement has finally borne fruit: they've got a locally produced unit flying. Some sources now say the agreement also includes the smaller single-engined Tengoen TA001, as well as a twin-engine version.
