How reliable is this report ???
...
That looks like number 13.
Assuming (as we have heard all along) that Zambia ordered 6, and we are looking at number 13, it therefore suggest the majority of the planes so far are not Zambian. We don't know from which serial # are the Zambian deliveries starting from. "Worst case", #13 could be the 1st Zambian plane. ... ...???Indeed, most likely the ones for Zambia ... but more interesting and IMO important, when will they be delivered - aircraft no. L-15 "08" made its maiden flight on 26. January 2015, ... no. '12' was spotted already on 25. June and '11' even more on 30. October 2013 !!!
So why all these delays and when will the PLAAF get it's first birds ?

With regard to L-15 for Ukraine, it looks like a "framework" agreement was signed, rather than a "licensed-to-build" agreement.
Jamestown went through more details.
"Ukraine plans to launch the assembly of Chinese Hongdu L-15 light attack aircraft at an Odesa-based facility in 2016, a Ukrainian weekly has reported; discussions on the project are in their final stages. The manufacturing will be performed at Odesa’s Odesaviaremservis, a subdivision of the state’s Ukroboronprom defense complex (Delovaa Stolitsa, November 23)."
That would be for the Ukrainian air force. But can Kiev pay for that?I am little confsued with the article.
Is Hongdu L-15 Produced by Odesa’s Odesaviaremservis is going for China Air Force or Ukraine Air Force?
