@FairAndUnbiased bro its not Biden, he is to senile to plot such a scheme, more from the deep state. BUT I think the ship had already sailed, domestic equipment and materials for 28nm is already in mass production, what it might entails is the possible delayed of mass producing the 7nm chips, if we connect the dot maybe its a concession for TSMC with its planned of 6 7nm FABS in Kaohsiung to ready in 2024.

My view it will accelerate the development of 7nm domestic equipment, the dual approach strategy of SMIC is stymied, SMIC SN1 FAB the most modern is restricted to 12/14nm as our esteem member @Oldschool had mentioned. I'm guessing as usual maybe the American had been inform about the progress of SMIC N+2 and had to act to prevent it from being mass produced? delaying it as much as possible until 2024 when the FAB21 and other project is schedule to be finished?

There is a difference between being a "puppet" versus having a cabinet and having advisers in domains to provide guidance.

The overall strategic goal of trying to undermine, hamstring and cripple the Chinese semiconductor industry and Chinese industry and technology overall, is something that is shared by the entire US government, including Biden I imagine. Being advised by his staff on how to go about doing that, for an industry and domain he has no background in, does not make him a puppet.

From @Oldschool his thought regarding the situation happening inside SMIC and the recent events.

even thought ASML said it would ship DUV to china but the DUV equipments ordered by SMIC earlier in the year have not been released. It leads to thinking that US maybe putting pressure behind this. This could have an major effect on SMIC recent changes. Besides lithography there are other chemicals needed for 7nm too that SMIC may not able to get. That's why SMIC got stuck in 14 or 12nm even those are being questioned. US government also discouraged intel from expanding its production in China . US wants to choke off China in all aspects.
So does this mean SMIC can't even produce 14/12 nm chips even with foreign lithography machines? That's quite discouraging to say the least.

And their N+1 could be stuck? So they may have to wait for domestic equipment to catch up to do 14/12 nm.

I think china needs to fight dirtier in this field to try and counter the US

Discouraging and encouraging. It'd be naive to think that the DUV litho products from SMEE would be as competitive as traditional DUV suppliers ( Nikon, ASML etc). This measure by US would force the industry to adopt DUV of SMEE. Japanese and ASML have tried to thwart Chinese DUV efforts by slashing prices and sweetening deals.

Thanks for the glass half full response.

I am optimistic. But at the same time why lower prices on DUV if you can't deliver due to US dictum.

I guess my concern is the prospect that even the 14/12 nm processes at SMIC could be threatened. And does the leaving of executives seem like they are jumping ship or is SMIC just trimming the fat and becoming more efficient? I hope it's the latter.
