@Xsizor bro, sorry to disappoint I'm had no semiconductor background and like you I would like to know and learn, maybe we can ask @WTAN @foofy @krautmeister @FairAndUnbiased and @tokenanalyst for info.
No need to apologize. We on the same boat,more or less.
I feel I'm the rare one trying to look at CMOS fab development ( with no success). With Hikvision coming under the US negative entity list, China's security apparatus and surveillance network seem to be on shaky legs.

Hikvision leader mentioned that the company had stored up their inventories but a dedicated competent CMOS fab ( among other IC and sensors ) seem like a pain point. It should be up and running by 2022 at the least or else Hikvision is in for a world of pain.

Xi should go visit the countryside now instead of meeting Biden. Or he can go golfing with Trump. But Huawei probably stockpiled again some 4G chips, so in 2022 Huawei should have enough for phones. Maybe 2023 it will be a time when Huawei is going to have its own 3d 14nm chips soc in their phones?

Just a show for Biden to be in a "position of strength" when he will meet Xi and beg for help for his failing economy.

What matters for next week (virtual meeting), is how much Biden will offer to Xi to rescue his economy and his falling approval ratings

This is why the US is so afraid of China becoming the biggest economy, who would invest in the second biggest economy that is already printing money to pay off their debts. Instead of investing in China and maybe see your investment grow with 5~10% year on year for the next couple of decades.
I have noticed the word choice of the headline is indicative of a difference between Chinese and Western cultures. The Chinese government and even most of its ardent nationalists talk only of "tech independence", but the WSJ says "dominance." In general, China plays for equality and independence- a largely defensive game. ("Don't interfere in my internal affairs, etc.") However, in Western culture it is either dominate or be dominated. There is no equality of two nations or two individuals. You are either #1 or you are a vassal. If China is not a vassal, then it must be seeking dominance, to make the West a vassal, and is thus an existential threat. Thus the West tends to play an inherently offensive game.

Cultural difference. Chinese like to speak softly but produce results while Westerners like to bluff and talk big. Prior to the 2008 Olympics, a Chinese spokesman was asked whether China aims to top the gold medal charts this year and he responded that China just wants to do its best and that the sporting giants that will dominate are still the US and Russia. We all know what happened. Chinese parents like to say that their child is lacking in this and that and complain his achievements aren't enough while in private driving him like a race car to the best in his class, then school, then city comp, then state comp, all the way to the Math Olympiads if he's got it in him while lamenting that he's not working hard and needs to catch up to his rivals the entire time. Americans like to talk about how awesome and smart and "going places" their kids are even when the kid is mediocre at best, sometimes not even.

China and the US are definately aiming for the same tech dominance but China talks modestly while the US has a big aggressive mouth. But China moves faster nonetheless.

The Indians like to bluff and talk big. They really think they are western world?
