I would say 28nm technology independent and 100% analog chips suffiency will able China to survive.
I am not worry about digital chips.
Analog chip issue can be tackled through nation wide reverse engineering effort.
Each University electrical engineering department would pick an US analog chip, decap it and use electron scanning microscope to study it's structure layer by layer. Measure the transistor sizing. Note the location and structure of the internal capacitor, inductors.
Once the report of the chip is done, do a design on EDA, run simulation to verify its functionality and parameters.
Go fab it at local foundry.
