Are these all from stockpiling or is SMIC 7nm good enough for this much demand?
That's one of the pieces of information China is hiding. No one knows and Huawei is definitely not talking. But we are all pretty sure that it couldn't be from stockpiling. Especially since the processors actually gained performance from 256 to 320 TFLOPs. That can't happen from reused old chips. It's more likely that SMIC has been using their 7nm process to make the chips.

Lack of applications which use it basically. NVIDIA came to the market with CUDA first and spent huge amounts of money either porting existing software to CUDA, or giving GPU cards to 3rd parties to port their software to CUDA. Unless a similar effort is made for OpenCL it will never get to the same level of market penetration.
Except.. if due geopolitical tensions a country, IDK, with an economy of the size of China decide to built its entire AI ecosystem around it. Like I said before any technology or company that get big in China, get big globally. For example RISC-V, without China this ISA will probably be another toy architecture for universities to play with, but many Chinese companies saw a geopolitical risk free pocket of air that allows them access to global markets but also for many foreign companies to keep access the Chinese market open and all the sudden RISC-V popularity explode globally. The same thing would happen with OpenCL if Chinese made products need OpenCL hardware to run, an ecosystem will grow.​

RISC-V was designed in the US as a way to have an architecture which was reasonably modern which could be taught in schools to students who had to learn how to design CPUs. But it seems to have turned out into an ARM competitor. The US does not 100% control ARM as a company, so they have as much of a vested interest in RISC-V as China does at this point.

Even if they do, an ISA or an API is too much of an abstract concept to be controllable.

I do wonder if any group in China is working on a domestic opensource compiler suite like LLVM and GCC. I think China might need a fall back something where most of the knowledge of the compiler suite is situated regionally.

compilers are not that complicated. the people behind LoongArch did translators to get ARM/x86 applications into LoongArch messages. If they can do that, compiler is doable. A lot of these things is more about continued testing & optimization. There are developers in China where this won't be an issue.

Feng Zhenran, Member of the Standing Committee of the County Party Committee and Director of the United Front Work Department, Zhou Weimin, Deputy Director of the Standing Committee of the County People's Congress, Secretary of the Party Working Committee of the Industrial Park, Qin Liyun, Deputy County Mayor, Li Guang, Marketing Director of Shenzhen Gongxin Technology, and Jiang Xiaoyi, General Manager of Guangdong Collaborative Innovation Industry Investment Fund, attended the signing ceremony.
Witnessed by the participants, Qin Liyun, deputy county magistrate, signed a contract with Jiangxi Silicon Nitride New Material Co., Ltd. on behalf of the Nancheng County People's Government.The total investment of the project with an annual output of 200 tons of silicon nitride ceramics is 150 million yuan, of which the first phase investment is 50 million yuan, and the project is expected to be put into operation in December 2023. It is understood that silicon nitride is an important structural ceramic material, which is also widely used in electronics, military and nuclear industries, and has a broad market prospect.
