Of course not. Su-35 is a Russian-made aircraft with Russian electronics. The J-11B and J-16 are Chinese-made aircraft with Chinese electronics.

Additionally, the J-11B and J-16 don't even have ECM pods on their wingtips never mind the same type. The only exception to ECM-lessness is the J-16 EW variant, dubbed J-16D, pictured below:

And no, those are not the same as the ones on Su-35s as stated before. A visual distinguishing feature is that the Su-35's ECM pods are symmetrically rounded at the front whereas the J-16D's are cut at an angle.

J-16D "Sino-Growler" - Yes (Attached image below, but they are not the same as Russian pods)

J-11/11A - Yes
Su-30MKK/MK2 - Yes
Su-35SK - Yes

Edit: In addition to that, when it come to NOT requiring additional pods,

J-10/10A - No (needs external pods)
J-10B - At least partially integrated
J-10C - Probably fully integrated

J-20 - Fully integrated

Anyone know what is going on with the unusual wheel blocks?

Those look like they need to be disassembled to free the wheels, which would suggest they are not expecting that Su35 to be flying anytime soon.

Seems distinctly odd to me to do that rather than put two triangle pull away wheel blocks as they would normally do.

Probably preventive measures to the rats,which could be a huge threat to avionics on the fighter(especially for the cable section)?

Sorry, no. Technical details of EW systems are beyond me. Plus, there are little to no info on Chinese ECM systems. Bu you can find some info on the Russian KNIRTI L175M online.

J-16D is China's version of the EA-18G Growler but it is better or worse in-terms of capability is another story.
