Doesn't seem to be fully kitted yet. Its still missing chairs for passenger and water jets.
I'm pretty sure ZBL-19 won't come fitted with APS. We've seen what its topside turret looks like, and there aren't really any real locations to fit either the radars or the launchers for APS as is.
Yes, it's definitely not fully fitted out yet (or perhaps certain equipment was stripped out from it). Though its mode of water propulsion isn't water jets, it has propellers instead.

Overall I'm more surprised that ZBL-19 has a ramp in addition to a door. For years I thought it was just a door.
Do you think PLA will demand APS installation later on? Maybe if they're lazy they'll just pick up the new airborne IFV turret and call it a day?
Wouldn't the ramp hinges be a tell tale sign of their presence? They're pretty obvious IMO.

They might just go without APS for their ZBL19 family.
For the airborne forces, maybe they decided to splurge to equip them with APS because they are lighter in armour and also because airborne forces are more specialized so warrant higher end protection, while ZBL19 family (presumably to equip medium CABdes) are more stock-standard line units.
This was the best view we had of the rear of the vehicle previously; the hinges (or rather, hydraulic lowering mechanism) is behind the ramp itself so it's not visible from the sies.
Which is to say, it actually isn't visible or obvious when the ramp is up; it appeared like it could just be a single slab of rear armour with a door in it.
