I'm generally curious why they're using old turret when they already have a new and better ones?
A PLA support vehicle based on a civilian pickup truck chassis, suspected to be using the Great Wall Shanhai Cannon chassis.

Transferring existing hardware to the MC while the original user receive new gear?
Just cause there seems to be some confusion, there's nothing new about these vehicles except the paint scheme. They are ZBL-08 and ZTL-11s.
It got APS on the turret
I think this is a new variant for the zbd04a since it looks to be the same chassis
