Honestly it looks much more like 3 stages to my bare eye. According to the NOTAM map posted in ICBM thread, the impact zone is Minfeng ICBM impact zone.

Angle of travel during ignition is odd though. Looks like either depressed trajectory BM or maybe some sort of powered HCM/waverider.
If you observe some videos on the same YouTube channel, the missile does a sharp decent and then kinda changes direction of flight, so I think it's not a ballistic missile. To me, it looks like a some sort of HGV.
