The Yarlung Tsangpo River dam project is more expensive than the equivalent of 35 nuclear power plants. The average cost in China of building 1GW nuclear capacity is about $3 billion USD based on 2022 figures (

You are overlooking the political and economic aspect of the project for TAR, Zangnan, Assam and the other northeastern Indian states. It will help to reintergrate Zangnan into TAR and to disintergrate Assam, Manipur, Nagaland and other northeastern states from the Bharat Empire.

It will just be a 50m dam. The main part of the project are the tunnels.

So its like more of a pass thru hydropower generation station, than a reservoir dam?

They can sell electricity to neighbors if needed...

The Indians will have a lot logistical issues if they want prevent these states from separating from the empire.
