Zou Yujiang, 41 years old, is a truck driver from Gao'an City of Jiangxi Province. He has spent most of his time on the road, transporting goods from one place to another. People sometimes act emotionally before they even think that results disastrous. For this reason, I think civilians should not be armed. The fire arms hurt you more than they protect you. Wish her soul rest in peace!

Things would probably be better with registration, background check, and safety training required for owning firearms nationwide with regular renewals.

And maybe biometric security one day so only the registered owner of a firearm can use it. Or other forms of security and accountability to decrease the chances of a non-owner getting access to or using a firearm.

Can't completely prevent stupid or crazy though, and sometimes it's true that a good guy with a gun is needed to stop a bad guy with a gun.

In this particular case the Chinese exchange student and her boyfriend would likely still be at a disadvantage being foreign nationals, so probably would not be allowed to be armed anyways. So I guess like you said no firearms for civilians would be the environment where they would've likely been safest.

LHASA - Southwest China's Tibet autonomous region is carrying out its first relocation program for villagers living in high-altitude nature reserve, with around 1,100 villagers moving in their new homes on Monday.

The regional government spent 226 million yuan (around $35.1 million) on the relocation program, building houses, kindergartens and public facilities as well as offering subsidies for villagers.

A legal non-resident of the US can obtain a special permit to carry a weapon under certain circumstances..

An alien admitted to the United States under a nonimmigrant visa is prohibited from shipping, transporting, receiving, or possessing a firearm or ammunition unless the alien falls within one of the exceptions provided in 18 U.S.C. 922(y)(2), such as: a valid hunting license or permit, admitted for lawful hunting or sporting purposes, certain official representatives of a foreign government, or a foreign law enforcement officer of a friendly foreign government entering the United States on official law enforcement business.
