PRC's method is to encourage ideas from all over the world and trying them on the local level, and if successful, at metro, provincial, and finally national levels. The fact an out-of-the-box idea was tried on a city-level at all says a great deal about the so-called rigid CCP leadership. Will everything they try succeed? Of course not. But, creative ideas are required to generate creative solutions to address immense economic and environmental problems in China. So, instead of chuckling, westerners should take note of PRC fostering innovative environments in an authoritarian state. Why's that important? Because it's something so many western know it alls said couldn't be done.
It's like the author is happy that it didn't turn out well. Oh but beware two can play that game, just don't bitch and moan about it when it's one's turn to face the wrath.
