A pilot project designed to stack cars vertically on multiple levels of parking is waiting for green light before being put into use in Tongzhou district, southeastern Beijing, April 5, 2016. The plan, developed by a private engineering enterprise in Beijing, utilizes a mechanical system to transport cars to and from parking spaces in a way that eliminates the space wasted in a multi-story parking garage. It can maximize the number of parking spaces by providing parking area for 16 cars where traditionally there was space for 2.5 vehicles. [Photo/Chinanews.com]

Yes, it's a wax statue. Actually it's a coincidence that the photo was taken from a right corner that makes the statue looks like a real person. It was in the Khmer Cultural Village park. The name suggests the content of the park.
