Thanks for your concerns. Compared to what happen in China, the natural disaster here is really nothing.

Currently, the flood affects mostly north-eastern provinces which river water levels have reached alarming level, however, not serious disaster yet, and the north-western provinces which the main cause is heavy rain fall that water come down from mountain and surrounding high land to the flatland. Several dams were broken and caused disaster. I live in Phnom Penh, the capital of Cambodia, which is in the middle-southern part of the country. We are not affected unless the whole center flatland is flooded which has never happened in recently history.

Looks like a lack of adequate temporary structural support on those viaducts causes the collapsed. Those wood scaffolds and support are enough to hold the section in place before moving on to the next one. I say poor supervision is part of the major cause. These type of construction has to be very carefully coordinated among construction team members and engineers on site.
